Positives:
+Fancy Gunsmanship (Basic pistol-flipping and tricks, alongside minor training in quickdraw and fanfiring/thumbing, nothing like Revolver Ocelot richochet BS or his obscene accuracy while fanfiring.)
+.45 LC unique revolver ‘Mossman’s Sidearm’ - Named after Arizona Ranger Captain Burton C. Mossman, who took down the infamous border bandit known as Augustine Chacon. This revolver was a gift to the character from a gunsmith he met in Legion territory on his travels from Texas to California. The weapon has a strengthened cylinder and cylinder hand, allowing less damage to be done to the firearm when used for the purpose of rapidly pulling the hammer back, which would usually cause peening to the cylinder hand, making the cylinder unable to be acted upon by the cylinder hand. Other than that, it has no real special features other than some special design features that are mostly aesthetic and provide very little to how the revolver fires.
+Significant story-line knowledge pertaining to the West Coast, mostly the NCR and the Legion - (Nothing that hasn’t already happened, but historical things that you would pick up listening to stories on the road.) Storytelling, the likes.
+Outside of NCR purview - due to the fact that there is no NCR Rangers currently in the area to command him in any way. (He’s here for one thing and one thing only, to track down bounties and serious criminals of the NCR. He’s doing this on authorization of Ranger Chief Hanlon himself, with papers to prove it.
+Veteran Ranger equipment and skill authorizations for such - The armor has been significantly damaged from his trip along the road, but he could repair it at a vendor/worksman with a pretty hefty fee.
Negatives:
-Age - although I don’t think it really has an effect, especially on the people of the wasteland, due to the arduous and difficult lives they lead, his age has taken a toll. He isn’t as athletic as he was when he was younger, but he manages to still move pretty fast for an old man. His strength has also been decreased slightly, alongside his eyesight. Should the character survive long enough, these could become actual problems.
-Target for the CL - I’ve got a giant target on my back, ESPECIALLY without complete NCR backing. This means I either make friends or try to stay out of the conflict between the NCR and Legion, or I perish real fast.
-Loyal - He’s not loyal to the NCR, necessarily - but he’s been known to take great pride in protecting the towns he chooses to take refuge in. Should the NCR step in and attempt a coup d'etat, he would choose to defend the town and probably disavow his rank in the process.
-Honest - The man’s not the best liar, and combined with his selfless bravery, this could lead to problems. Big ones. With his tendency to head into conflict, lying is often an incredibly useful trait, but one that he lacks. He’s probably one of the most honest cowboy’s you’ll ever meet.
-Jaded/Rough - Hardened through years of travelling the wastes, from Texas to California, Frank is quite rough around the edges. He’s not necessarily the most sociable man, but he has a particular soft-spot for kids and ladies, and has a great distaste for killing/injuring them - for any reason.
-Selfless Bravery - Some would say he’s just waiting for someone to pull the trigger at the right moment. Although Frank still feels fear, he’s more than willing to charge head on into conflict with little to no planning - he’s an improvisational man, but not a stupid one. He won’t necessarily take a fight he knows he’s going to lose unless he can make sure to save as many people as possible, but he tends to be a bit more brash than calculating and cold.
I need this/these because: I don’t need the items other than the revolver, but as Frank’s career as a Ranger is integral to his story, actions and over-all moral standing. The skills themselves, I don’t intend to use - as no Ranger should go out looking for a fight or specifically engage in combat.
NOTES: I feel it necessary to include the fact that I have other info to help explain the character, due to the apparent hatred of Ranger’s across every Fallout server, ever. Should I need to, I also have an entire factional guide on the Ranger’s, and a previous application for this character.
