We're looking for ways to put in some passive events, to help tone down the large amount of combative type events we're doing.
If you have any suggestions, either just something to play out in-character, or even an add-on that can help, post about it here.

Setting up a small garden for crops, potentially fixing that well with all of the weird stuff in it, fixing broken equipment around the town, or small weather events like a sandstorm or rain.

Yeah but those are mostly centered around a handful of people at best. I'm thinking more along the lines of something everyone can join in on.

But weather does affect everybody. Literally just expand upon these ideas in a manner in which it will affect the entire server. You are probably shooting too high here. Weather events can just be a drizzle, it might impact a /me here and there. The garden works, too, and the fact that it can be maintained beyond just one setup event. You can milk it for more participation day after day.
I'd be incorporating something like a regular supply convoy, or settlers out in the Wasteland. You're looking for content that is dynamic, manipulable and not just about one individual like the 'character to play on'. There's actually not a problem if it's centered around a portion of the server. You want divides like five people on a job and five more roleplaying on their own.
I already have a few ideas, such as that settler thing. Events that incorporate everybody's help aren't easily generated because I feel like you'd have to plan these out. Everybody needs a task, you can't afford letting some sit there. If we're gunning for passive events, I think it's better if a staff member can just do it when the server needs it.
I personally don't have many ideas that can affect what the entire server is doing at one time, but maybe we'll come up with something.

Maybe have a few places that have scavengeable resources (Food, water, small amounts of caps) for people doing scavenge rp, although, some people might not bother to rp it. Heck, as a mechanic I just rp wanting to fix any broken vehicle nearby. I did add a list of things that could help passive rp on the suggestions board. oldschoolrp.boards.net/thread/50/bit-suggestion

Well, seems crafting has been implemented. Hopefully we can get it put up all the way so people start actually hopping on to get shit made.

urban legends or missions like on dayz, y'know, have someone drop a message over the radio network saying that 'x' is going on at 'x' and there's gonna be 'x' to get and people can expect 'x' to be there

Not sure if these already exist or not, but long-term job opportunities. For example, giving people the ability to learn trades: Farmer, stablehand, gunsmith, armorsmith, tailor, doctor, general salesman, cook, etc... I just recently stopped playing an RP server in ARK: Survival Evolved where they had a class system; you'd apply for a character with two skills. Say I was a tailor and a blacksmith. I'd only be able to create cloth items and anything regarding metalworking, while I had to rely on other players that did things such as farming to get food and stablehands for tamed animals to ride. I think this'd open up more roleplaying opportunities by encouraging others to head out and search for other people of different trades/skills if they need this or that done.
