IC BACKSTORY While the bombs decimated the world, people in a colder climate may have gotten a second chance. Known as 'The Chilled' commonly in Alaska, they were Individuals that were in particularly icy areas on the world, where, when the bombs went off, instead of disintegrating, the ice and water launched upwards, covering them and engulfing them in now irradiated ice. Some unfroze after 20 minutes, others are still frozen to this day. And their ice caps carry them along the globe through the water. Their skin is ice cold, and, while they can handle hotter climates, fire is an extreme weakness to them. Their skin has become an aqua color, and they have developed an obvious resistance to the cold.

So, what does this mean for the average player? Another race to play with their own ups and downs.
What does the community think, however? Would this be a race you, as a player would like to RP With or As? Should it be a race you must apply for an Auth for like the others or one you can play whenever you want?

most fallout maps take place in extremely warm atmospheres and with a fucked ozone the sun beams on through your snowflake race would melt sir

As much as I like a quantity of options, there needs to be a balance with quality. Fallout already has plenty of well-developed, creative, and interesting beings. Plus, I would prefer to keep the server mostly stable with the lore of Fallout, meaning keeping it so we don't have too much nonsense floating about.

Let me put it this way:
When the bombs went off, there is a chance it caused some humans in particularly icy areas to be doused in freezing cold water, ice and snow. Assisted by the Nuclear Bomb that literally just went off, they'd continue to be covered in this snow and ice as they flung about, being insulated (Some did end up dying from this, however) where, the end product was them being encased in this ice and going into a state of comatose, alongside their bodies essentially halting in aging while in this ice cocoon. However, due to the fact a nuclear bomb just dropped near them and they flung about and covered themselves in ice and snow, many of the 'Chilled' have ended up in the pacific, and floated around via the currents of the world! Some ended up in asia, others ended up all the way from Alaska back down to America. Now, I do know that is a fair way away from Las Vegas, and Las Vegas is inland, but there's nothing like more human interference! Some may have unfrozen at the Los Angeles shore, scared and confused, taken under the wing of some roaming Caravan heading up near Las Vegas (As I know we HAVE to be around in that area) or some may have been fished out by an expedition force and, while still cocooned, been carried up to Las Vegas.
The Cocoons themselves also varied in size. Some where these giant massive boulders. Others were literally small oval cocoons that only fit the persons body.

I mean, a nuclear blast isn't just "a bunch of wind". That snow and ice would have been vaporized, a long with any human being close enough to be caught in it.

Not really a fan of new wacky ideas, and even if you had somebody encased in ice it's highly unlikely that they would have survived without being ghoulified anyways. A mod for New Vegas known as the Rockwell Pursuit (or the Rockwell Descent, I don't recall which one) attempted to address this in a non-canon manner where essentially you have a situation like The Divide with ice and snow blanketing everything after the bombs fall and creating a great deal of preserved resources and hidden cities (think sort of like Day After Tomorrow). But, at the end of the day, all of the "frozen" enemies you would find were simply just incredibly well preserved ghouls that hadn't gone feral.
The other issue is that there is no guarantee, from a canon standpoint, that being exposed to snow and ice would only make you a ghoul and not a feral ghoul. We already know from the journal of Randall Dean Clark that snowfall was a sort of conduit for radiation, where it would soak up a great deal of the radiation in the area as it remained on the ground and that radiation would seep into the Earth once it melted. This is evidenced by how RDC mentions that after snowfall in Zion, the radiation levels outside dropped significantly while the snow itself was highly radioactive. What this implies is that incredibly cold climates like Alaska, Russia, and Canada that have permafrost or continuously low temperatures would most definitely be incredibly radioactive, like their own Glowing Sea of sorts.

You know, I kinda find this interesting, but there's just so much of this that's ass-backwards in reasoning and logic to me that I can't really stand behind it.
Also, Alaska may get cold and have a good deal of ice, yes. But I have a very hard time believing they would have enough ice to cause ice caps large enough to move and support a community of humans after taking a nuke hit to them, it just seems way too hard to believe, this seems to be something more of a fantasy work than an honest, logically planned lore addition.
The only way I could understand the ice cap thing is if someone nuked Antarctica, because there's all ice there, but who the fuck would nuke them?
Other than that, yeah, if you really want your blue skin thing, or aqua, whatever it is, try to do something other than say "Oh well it's from this cacoon thing, and because the ice clung to them when it got vaporized" Because you know what happens when ice is vaporized? It melts, turns into water, then evaporates into water, and hell, if you got hit by vaporizing ice, that shit'd boil your skin from the heat it would have been under, not freeze it. And no, the ice and water wouldn't just get hurled up, most of it in the area would probably be instantly vaporized, the water would be displaced, yes, but not upwards, the only way that would happen is if the bomb went off underwater, which I have a hard time seeing that happen with it coincidentally underneath the ice that you mentioned.
Sorry if this sounds like I'm going all out or something on you, I'm just using those debate skills I love so much and don't mean any of this personally. Have a good one, and hey, maybe you could just get a single auth for this , like for a character you make, that might work better than trying to make an official server race, just get it for one guy and go from there.
