A meddling slaver group called "Apache"
This group began as a small company, with a few individuals hailing from various raider groups realizing the benefits of selling their captives. Doing so, they spread out, gaining members, kidnapping and selling slaves, the usual, often working to let others do the grunt work for them as the time went on.
The group is mostly comprised of guards, armed with somewhat acceptable weapons, often taking better firearms (and, if desperate) melee weapons from their captures and their homes. If the option is available they try to dye their gear to appear black, matching that of a well kept businessman's suit.
In addition to the guards, the group has an effective number of negotiators, men of high charisma and charm who are able to sway many of their potential business partners. They keep a clean appearance, contrasting to their gruff, threatening looking guards they travel with. Often their outfit consists of business suits, (mainly black) along with other items that could signify wealth, such as watches, gold chains, and even a pipboy if they can manage to find one. Their weapons often consist of pistols, stored in shoulder holsters, as they can be easily concealed considering they would rather not look like a savage soldier, that's what guards are for.
In the social structure, the negotiators are the brains and the mouth, and the guards are the muscle. Often, a negotiator will grow close bonds with their guards, as if they were a small family unit, causing each to grow a stronger bond which will ensure further cohesiveness of the group as a whole.
Now, for business: The negotiators will often approach a potential partner's base of operation with guards in tow, if the group lets them in, they will begin to address the company, its purposes, and the benefits that can be given to the group, should they accept the terms. Guards serve to make the groups resist less during negotiations, not kill on sight, unless fired at first. The goal of the negotiator is to arrange an agreement between the group and Apache giving a quota of slaves to bring to the organization, in exchange, Apache can send supplies to the agreed groups.
Now, if quota is not met, and repeated warnings are given (ex, Joebob and his buddies don't deliver slaves and their agreement says they owe 1 slave each three weeks or so, even when Apache tells them to get to work.) A team known as "collectors" will appear, either ransacking and slaughtering the group they once worked with, or capturing and enslaving them all, anything to avoid the group from benefiting at Apache's expense.
The group is full of all kinds of dialect, although the negotiators often are trained to speak in tones to match who they are dealing with, highly formal for Legion, boisterous and wild with raiders (with a somewhat "friendly" nature), and so on.
Additionally, they know who to send to negotiate with specific groups, Ex. don't send a woman to try and get legion to do something she wants, or don't send a person of XYZ race to a base that disposes their race.
One primary goal given to powerful branches of Apache (often delivered via broadcast from high command to the members.) will be to take out a vault in the area, should one be known to exist or not.
Aside from business, guards, and specially trained units known as hunters will often be sent from base to embark on hunts for lone wanderers, scavengers, and other wasteland types, sometimes, they may find mercy, choosing to simply make a small deal, or even ask advice on where some good targets may be, although this often depends on the target's value, as well as how carefully they wish to approach the case. (Ex, they won't kidnap the mayor of a town, because everyone will know he's gone and ask questions. They may pick up a woman over a man in certain cases due to price differences that can result over such. Or, they might just see a scavenger and say "hey, that guy has to know where people are" and just talk to them, they are not savages after all.
The group puts a heavy emphasis on secracy, considering the lack of massive distinguishing marks on their gear, simply painting it black for better nighttime concealment. If a negotiator is with the group, they will often avoid main roads, considering the negotiators are a defining factor of who they are, as well as possibly capture/kill people who notice them, depending on the nature of their mission and the threats of such actions. Hunter groups are easier done, they often wear many different outfits, sometimes being combat armor, but rarely, so they can often pretend to be raiders, legionaries, or just random scavengers in order to get close to targets, and glean information that may not be available normally to them.
