Second Battle of the Hoover Dam - 2281
As the inevitable second battle started at the Hoover Dam between the Legion and NCR, the battle took an unexpected turn. In the midst of the battle, a sandstorm kicked up, decreasing visibility greatly. An unexpected weather event, giving the close-ranged oriented Legion a greater advantage. As the red tide moved in to the defending bear, the cause of the dust storm became apparent. Hundreds of wheeled robots appeared as they rolled across the desert, kicking up dust, the wind carrying it over the dam. Missiles destroyed entrenched positions, laser fire tore through charges of human flesh, mechanical claws crushing metal plating of troopers and legionaries alike. Mr. House played his wild card, The Courier becoming his right hand man as he started his new evolution of man kind.
The NCR are kicked out of New Vegas, and the Mojave. Loosing the Dam decreases the sitting government's popularity greatly. They claim no specific goal, as a new election grips the nation, in a hurry to replace the administration responsible for the lost of Hoover Dam, New Vegas, and The Mojave. It's expansion initiative is halted, as the military goes a reformation in the face of it's humiliating defeat. The NCR's expansion stops in it's tracks, it's most northern territory stopping somewhere in Oregon.
The Legion becomes outraged. Loosing not once, but now twice a the Hoover Dam. This time to machines. Most of the Legion's upper leadership falling during the battle. The Caesar pulls back deeper into Legion territory, attempting to reassure his Empire's strength over his territory as rumors of weakness spread. The rumors soon come to fruition, as the Caesar himself dies less than a year after the battle. The Empire becomes thrown into disarray, no clear replacement for the Great Caesar to replace him. Infighting starts, the tribes that Caesar once dominated soon pop back up. However, a new Caesar is soon established in the Legion Loyalists. They spend the next decade going through Legion territory, once again forcing the tribes into submission. It would be unlikely to see any Legion outside of their own, established territory.
The Great Khans, not to keen on getting caught up with the Legion's reformation, or in the claws of Mr. House's robots, migrate north. The majority of which spread across old Wyoming, however smaller groups travel across Idaho and Montana. Most will claim their own titles and lands, however each will recognize the authority of the Great Khans.

With the loss of the Enclave's headquarters, the main force located at Camp Navarro began to move out East to the Capital Wasteland and Chicago. However, the loss of their Headquarters, their President, and a major setback of their goals is enough for several members to break off, leaving the Enclave to seek a means to accomplish the Enclave's goals in their own way. A group of remnants establish themselves in the Oregon wilderness, there they wait over two generations, bolstering their numbers, their equipment, and focusing their goals on the subjugation of the less worthy beings that are currently occupying the country that is rightfully theirs. Having kept tabs on the NCR to the south, and their growing influence and strength, the small group of Enclave decide to move north into Washington state, choosing the Seattle region to begin their conquest in the hopes that someday, they might become noteworthy enough to be reunited with the main Enclave force their fore-founders splintered from some forty years ago, proudly offering them the conquered lands of Old Seattle as a tribute to the rightful heirs of America.
