Law 1: Heavy Ordinance Act
1a: All citizens of New Delta have the right to carry a firearm, ammunition, and light explosives on their person during their time in and outside of the walls. They may also continue to store said firearms in their home, so long as those firearms are not used to create traps that may harm guests when they enter.
1b: An official from the sheriff's office, mayor's office, or NCR must be made aware of the sale of any automatic weapon with a magazine size in excess of 75 rounds, with the exception of automatic shotguns, where the office must be notified if one is purchased with 32 round capacity.
1c: Any automatic weapon with a magazine capacity in excess of 75 rounds will be inspected on a monthly basis by a member of the sheriff's office or the mayor's office to ensure that it is being properly maintained in the event that it will be needed during an attack on the town. The aforementioned shotguns will be inspected every two months, in order to ensure their functionality in the event that another ghoul infestation occurs.
1d: An individual not operating a firearms vendor is required to notify the town when they are in possession of more than 15 pounds of explosives in their home. This does not mean 15 pounds of ordinance, simply 15 pounds of explosives within said ordinance. This is about equivalent to a single round from a piece of heavy artillery. This information is required in order to ensure that certain areas of town are doused with great caution, or avoided, in the unfortunate event of a fire.
1e: Due to recent events and possible future encounters with members of the Brotherhood of Steel or former members of the Enclave, all weaponry that delivers an electromagnetic pulse must be placed in public storage for use against power armor, heavy electronic weaponry, or robotics. Law 2: Merit Act
2a: The following accolades are to be awarded to individuals who meet or exceed the given criteria, with additional rewards enumerated.
Law 3: The Exile Act
3a: Members of the sheriff's and mayor's office have the authority to exile individuals from the town if they have committed acts of treason, murder, sabotage, repeated theft, and repeated belligerence.
3b: In order to convict an individual of treason for the exile to be sentenced, substantial proof must be given and a group of three townspeople must meet to determine the culpability of the potential exile.
3c: Individuals who are exiled from the town for non-violent offenses may be allowed back in after six months, but they must immediately consult a member of the sheriff's office or mayor's office. This consultation can be done through mail, or the official can communicate with them from a location within sight of the town walls.
3d: Individuals exiled for violent offenses such as murder, repeated assault, or sabotage are not to be allowed in the town ever again. If a town guard on the walls sees an exiled individual who was found guilty of the aforementioned offenses attempting to enter the town or in possession of a weapon within eyesight of the town, they are allowed to shoot.
Law 4: Citizenship Act
4a: All individuals are welcome to enter the town, but they must meet with a member of the mayor's or sheriff's office before purchasing property and becoming a citizen of New Delta
4b: All citizens of New Delta are allowed to and encouraged to vote on the passage of new town laws and on the election of town officials.
4c: All able bodied men and women may be called upon to defend the town in the event of an attack. In certain dire situations, they may also be conscripted into an offensive role. It should be noted that in the latter situation, a group may remain at town to ensure that a counterattack does not occur during the assault.
4d: Deprivation of the rights of other citizens through physical force or murder deprives the perpetrator of their rights, and justice will be executed on them as though they were an outsider.
4e: All sentient individuals are permitted to become citizens of this town, regardless of physical disability or status (ex: ghoul, mute, missing limb, etc).
4f: Super mutants that demonstrate sufficient restraint and behavior will be permitted to enter the town. If a mutant is peaceful but does not seem able to demonstrate full restraint, they may only enter if they were being supervised by another sentient, non-super-mutant individual beyond those walls. A mutant that demonstrates peace and the ability to show full restraint and control may enter, and may also supervise one of their kin who is incapable of showing such restraint. Mutants who supervise other mutants are responsible for the actions of the ones they supervise, and may be held liable. The same applies to the humans that supervise super mutants.

5a: All skilled artisans working within the walls of New Delta are required to write their names down on a register in the town hall.
5b: Artisans on the register found to be adept in the production and maintenance of weaponry may receive requests from the town to produce or repair public arms and turrets, and will receive compensation for doing so.
5c: Artisans on the register found to be adept in the practice of medicine may be conscripted into rear-echelon service during an assault on the town, and they will be compensated for the use of their medical supplies and their time.
5d: Artisans found to be adept in the production and maintenance of electronic equipment may be enlisted by the town to produce and maintain power generators, water purifiers, radio relays, and other electronic equipment.
5e: Individuals among the artisans and in the town that indicate high levels of knowledge in the fields of firearms, robotics, electronics, engineering, and smithing may be enlisted by the town to develop new technologies and weaponry for the town, including but not limited to turrets, armor, landmines, and artillery.
5f: All members of the registered guild must meet at least one time per week for a short period of time with the mayor to discuss works in progress, ideas, strategies, areas of weakness / opportunity, and areas of strength / growth.
5g: All members of the registered guild must appoint a "guild master" for the town of New Delta, who will continue to practice their normal duties but will be recognized as their leader.
Law 6: The Squatter Act
6a: The only property that must be purchased in town is property already possessed by another citizen of New Delta, property relating to any sort of industry (ex: brahmin shed, attached farm), and property that is deemed to be quite large for the use of one individual (for reference, see the Clinic, NCR barracks, etc).
6b: Development of that property, such as the addition of an extra floor, must have the authorization of a town official, and must be inspected by a professional that can attest to the stability of the structure.
6c: Development projects such as the digging of a pit for sewage or reinforcing of the walls do not have to be authorized, only projects that expand the square footage of the property. However, projects like sewage pits must be inspected regularly by the town to ensure they are properly covered, or marked, so that the townsfolk do not fall inside.
6d: Section 6a establishes what property must be purchased in town, therefore, any property not covered by 6a is subject to "squatter's rights", where an individual may occupy that space and furnish it themselves.
6e: More than one person may live within a home, but the occupants must mutually agree that both can live there.
6f: Ownership rights in a multi-person household go to the first occupant of the home. In the event that the members of the household split up, the first occupant is entitled to retain the home while the others are entitled to whichever goods they purchased in furnishing the home. Goods that were purchased via the "pooling" of caps will have their ownership decided on by the members of the household. If that does not work, a neutral party may arbitrate the decision.

6a: The mayor and senior members of the sheriff's department have the authority to appoint new deputies to serve as law enforcement for the town of New Delta.
6b: Upon the resignation, death, or discharge of the sheriff, the most senior deputy of the town will be promoted to sheriff.
6c: In order to minimize the potential for corruption in the event that the sheriff is killed, a thorough investigation of the circumstances will be performed to determine the cause of death and culprit before the promotion is final.
6d: Law enforcement has the authority to forcibly remove an unwanted individual from another party's property. For example, deputies may be called upon to remove participants in a bar fight out of the premises, in order to minimize damage caused to the town.
6e: Two deputies may exist for every senior deputy, with two senior deputies existing for every sheriff. At most, 7 individuals may be employed as enforcers of the sheriff's department atonce. Positions for a secretary, lawyer, or quartermaster are not included in that total.
Law 8: The Water Act
6a: Individuals seen dumping contaminants in the town well will be prosecuted and fined. Dumping performed with malicious intent will result in execution or exile, with the exile being permanent and non-negotiable.
6b: When bathing, brackish water or non-irradiated water not suitable for drinking is used.
6c: If one must bathe in the river outside of town, do so as far downstream as possible to minimize the strain on the purifier.
6d: Sewage pits must not be constructed next to or near the well in town, and must not be dug as deep as the well in order to avoid contamination.
6e: In the event that the well becomes contaminated, individuals from town may be appointed to go draw water from the river itself until the contamination is resolved.
